Research for AASHTO Standing Committee on Highways. Task 356. Strategic Plan for Prioritization and Selection of Research Proposals for Hydrology and Hydraulics

The objective of this project was to review and evaluate existing strategic research plans implemented across the American Association of State Highway and Transportation Officials (AASHTO) and Department of Transportation (DOT) landscape. This synthesis would assess the types of strategic efforts currently implemented, identify their effectiveness, pros and cons, as well as consider the complexity of such strategic plans as it relates to the organizational and resource limitations of the Technical Committee on Hydrology and Hydraulics (TCHH). The synthesis provides a report summarizing the information collected and provide a set of recommendations regarding the strategic planning metrics that provide the greatest benefit to the TCHH. The agency's final report was submitted to the AASHTO Technical Committee on Hydrology and Hydraulics.
