Essential Communications: A Guide to Land Mobile Radio (LMR)
The objective of this research is to create a guidebook to be used in design, funding, procuring, and governing statewide, regional, or local Land Mobile Radio (LMR) systems. The guidebook and associated resources will assist state, local, tribal, and territorial departments of transportation; transit; and other public safety entities in understanding and making key decisions with respect to the selection of wireless voice and data communication systems. Three aspects are of particular interest: (1) Operability, (2) Intra-operability, and (3) Inter-operability. Examples of systems of interest are found in Wyoming, Louisiana, Minnesota, Missouri, Texas, and South Carolina. The audiences for this guide will include state, local, tribal, and territorial DOTs; road and bridge authorities; traditional public safety agencies such as police, fire, and emergency medical services; state emergency management; state emergency medical; school districts; transit systems; state military departments; and water authorities--essentially, all publicly funded agencies that utilize wireless communications. The topics of interest to be addressed include but are not limited to: (1) Land Mobile Radio (2) V2X in a connected vehicle environment (3) Intelligent Transportation Systems (4) Traffic video (5) Security video (6) Dynamic message signs (7) Wi-Fi (8) FirstNet (9) Integrated Video and Data (10) Weather monitoring stations (11) Roadway sensors (12) Structure health monitoring (13) Stream gages for monitoring depth and speed of stream flows (14) Supervisory control and data acquisition (SCADA) systems (15) Unmanned Aerial Vehicles (UAVs) (16) Access Control (e.g., HOV gates, facility gates, and door controls).
