Mapping and Improving the Delivery Process of Highway Pavement Rehabilitation Projects
California Department of Transportation (Caltrans) Headquarters (HQ) has established a process to deliver highway pavement rehabilitation projects that its Districts implement, but District practices are likely to vary in its implementation due to varying project needs, contextual considerations, and individual preferences. A research premise is that variation in the way the HQ process is understood and interpreted by Districts inhibits identification and implementation of best practices and continuous improvement. Recognizing technology innovations, increasing demands put on Departments of Transportation (DOTs) (e.g., inadequate budgets to deliver their portfolio of projects, tight delivery time windows), as well as DOTs being challenged to review and improve their long-established practices, this research proposes to map the HQ process for highway pavement rehabilitation, map how Districts implement it, and compare practices in order to recommend how Caltrans could pursue continuous improvement. Research outcomes include (1) the identification of opportunities to improve the process of delivering highway pavement rehabilitation projects and (2) Caltrans staff having gained experience in Lean 6-Sigma by demonstrated application on a specific process of mapping and identification of opportunities for continuous improvement.
