Evaluation of Bicycle and Pedestrian Monitoring Equipment to Establish Collection Database Methodologies for Estimating Non-Motorized Transportation

The Texas Department of Transportation (TxDOT) currently has very limited data to evaluate pedestrian and bicyclist usage of the transportation system. This lack of data affects a number of areas in transportation, including safety, planning, design, and traffic operations. In this project, the research team will recommend a usage/volume monitoring process for pedestrians and bicyclists that can be sustained statewide with minimal impact to district resources, while maximizing the useful impact to district operations and planning. The researchers will evaluate monitoring equipment, approaches and processes in two pilot locations—most likely Houston and Austin. These approaches may include permanent and portable counter equipment, manual counts, surveys, or crowd-sourced pedestrian and bicyclist data. In the two pilot locations, the researchers will compile all collected data into a single consolidated database, which will be used to provide a report with recommended performance measures. The consolidated database will also include a mechanism by which metropolitan planning organizations (MPOs) and local agencies can compile and submit data into a single statewide pedestrian and bicyclist count database.
