Synthesis of Information Related to Airport Practices, Topic S02-19. Clean Vehicles, Fuels, and Practices for Airport Private Ground Transportation Providers

Numerous airport ground transportation providers have incorporated various clean vehicles, fuels, and practices to improve environmental performance and meet contractual requirements. Airports need to understand the current state of industry practice and how other airports have influenced private fleet operators to incorporate clean vehicles, fuels and practices into their operations. Capturing the recent experience would provide valuable insights into current and future business needs of private ground transportation providers and airports. Rapid changes in airport ground transportation technologies and business models make this information crucial to the success of airport ground access. The Airport Cooperative Research Program (ACRP) is conducting a synthesis study of airport experience with clean vehicles, fuels, and practices of airport private ground transportation providers. This research complements the forthcoming ACRP synthesis report on alternative fuels for airport owned and/or contracted fleets. The objective of this research is to compile airports’ and private airport ground transportation providers’ recent experiences with clean vehicles, fuels, and efficient practices. The audiences for this synthesis are airport and private fleet ground transportation managers, airport business development, infrastructure, and environmental managers. Using airport and ground transportation provider surveys and interviews, the researcher will compile data, report on existing practices, and report open or evolving issues on this topic. The researcher will: (1) Conduct a survey of airports that interact with privately-owned ground transportation operators on requirements, agreements, incentives, compliance and other oversight related to clean vehicles, fuels, and practices that reduce environmental impact. Any municipal or airport-specific requirements or incentives. Existence and use of grants available to implement clean vehicle and fuel programs. (2) Conduct a survey of airport private ground transportation providers on current and anticipated future practices, adopted activities, barriers, tools used to overcome barriers, outstanding issues that airports should consider in structuring clean vehicle programs. (3) Interview airports to gain more detailed information on their experience interacting with ground transportation operators on this topic, to include: vehicle requirements; vehicle incentives; the genesis of, or basis for, any requirements or incentives; how requirements or incentives are formalized; how requirements are monitored and enforced; any changes in vehicle use; management satisfaction; and policy considerations. All interview results will be presented as case studies and lessons learned in summary format. (4) Interview private ground transportation providers (e.g., limo, taxi, shared ride van, hotel/parking shuttle, rental car shuttle, TNC, scheduled airporter service) to gain more detailed information on specific barriers; driver acceptance and/or work rules; anticipated changes to business and operations; and incentives that have worked well. All interview results will be presented as case studies and lessons learned in summary format. (5) Deliver a concise report, including matrices, summary tables, case studies, and appendices. Airports with clean fuels ground transportation experience should be from a range of sizes and Federal Aviation Administration regions. Ground transportation providers should include all provider types and consider the airports that they serve.
