Research Implementation Committee - Implementation of Research Findings (Fiscal Year 2017-2019)

The Minnesota Local Road Research Board (LRRB) recognizes the importance of moving results of applied research into practice. Through its Research Implementation Committee (RIC), the LRRB will engage in developing and delivering a variety of end-user products to meet the needs of Local Agencies for each of the technical tasks below. 1) Fleet Management Systems for All Sizes of Local Agencies: This task will conduct a survey of local agencies to determine how long they are keeping various equipment before replacement and either develop a simple fleet management tool for small agencies, develop a consumer reports-like matrix that compares the commercially available fleet management software tools, or develop a series of case studies documenting agencies' experience with fleet management. 2) Options and Guidance for Using Base Stabilization Additives: A comprehensive base stabilization user's guide, a decision tree, and troubleshooting guide for diagnosing and problem solving in the field will be developed. 3) Gravel Road Management Tools: This task will determine if there is an existing tool for gravel road management and how it could be adapted by local agencies as is. If not, a software tool will be developed. 4) Workshop and Materials - Current Practices for Lightly Surfaced Roadway: Using Light Surface Treatments is relatively new. This task will develop an information tool to help local engineers determine if LSTs are a viable alternative and which treatment will be best. 5) Addressing Traffic and Safety Concerns - Process, Templates, and Current Practices: this task will develop a series of resources to assist local agencies in addressing traffic and safety requests from residents. These resources will include a workflow chart, templates outlining a process to address concerns, online resources, case studies and best practices. 6) Consolidated Asset Management Guide for Local Agencies: this task will assist local agencies in building a guide or work plan for creating an Asset Management System. 7) Training Workshop - Americans with Disabilities Act (ADA) for Local Agencies: This task will develop a training curriculum and materials to assist local agencies adhere to complete all of the requirements of ADA. 8) Implementation Planning by Evaluating or Updating Completed Local, State, or Federal Highway Administration (FHWA) Projects/Products: This task will facilitate an assessment of successful past implementation products and identify 3-5 opportunities for re-implementation or repackaging RIC products in new formats or delivery methods, such as developing online training or independent learning for past LT AP courses, or developing interactive smartphone apps for field guides.
