Measuring Systemic Impacts of Bike Infrastructure Projects

Identify the impacts of implementing bicycle infrastructure along Utah Department of Transportation (UDOT) roadways and provide recommendations and strategies for mitigating any negative impacts. Major Tasks include: Task A. Identify Type of Bicycle Infrastructure Installed by UDOT - The project team will work with representatives of UDOT Planning and each UDOT region to identify a list of bicycle infrastructure types that have been in the past or are proposed to be included in future UDOT projects. This list will be used to both identify appropriate experiment sites as well providing context for discussion in the analysis and the final recommendations portions of this research. Task B. Identify Planned Bike Project Sites and Appropriate Control Sites for Analysis - Meet with the UDOT Program Managers for Regions 1, 2, and 3, and will identify appropriate projects containing at least one bicycle infrastructure component scheduled for construction within the next 8-12 calendar months (hereafter referred to as “experimental sites”). The Program Managers will also be able to provide guidance on appropriate control sites for measurement. Sites will be selected based primarily on the timeline for completion and their integration of a bicycle specific design component. If the project manager cannot define a critically sized sample of sites with planned specific bicycle components, sites will be selected with projects that include enhancements which would make bicycling easier (i.e. wider shoulders, etc.). The research will include no more than 15 total project sites (including experimental and control sites). Task C. Perform “Before” Data Collection at Test Sites and Control Sites - After the project experimental and control sites are identified, the project team will conduct data collection (using existing data and primary site collection) on all applicable research attributes and covariates for each site. The Technical Advisory Committee (TAC) will review and approve the list of attributes/covariates before data collection begins. This data will be coded into a database for use in the analysis portion of this research. Task D. Perform “After Data Collection at Test Sites and Control Sites - At a predetermined timeframe, which will be staggered based on each site’s construction completion, data will again be collected for all original attributes/covariates as well as any appropriate changes that have taken place at both experimental and control sites. The data will be coded into a database for use in the analysis portion of this research. Task E. Analyze Before/After Data and Identify Significance - Using the expansive database created from the before and after data, a comprehensive quantitative analysis will be conducted using appropriate statistical tests. State-of-the-art statistical methods will be employed to ensure data validity and maintain any statistical significance that may be impacted by data gaps or shortcomings. Additional qualitative analysis will be used to enhance the data as needed. Task F. Compile Recommendations and Mitigation Strategies - Based on the findings of the data analysis and best practices defined in industry best practices, recommendation and mitigation strategies will be identified and discussed for all negative impacts. Any/all positive impacts will also be described. Task G. Compile Final Report for UDOT - A final report will be prepared summarizing the completion of the above process and tasks and will be submitted to UDOT.
