Lean Construction Applications for Bridge Inspection

The goal of this project is to eliminate wasted time and costs and inconsistencies from bridge inspections. A minimum of three bridge inspectors and 15 bridge inspections from a state Department of Transportation (DOT) or similar agency will be shadowed to identify areas within the bridge inspection process the three categories of waste as identified by lean construction or lean engineering techniques (muda, mura, muri). This inspection data will be cross-referenced with a historical review of previous years of bridge inspection reports for inconsistencies. Inspector feedback will be obtained on how long it takes to complete such reports as bridges age. The resulting data will be analyzed across all the bridges and across the inspectors. Opinions of bridge engineers will be solicited to review what information is not pertinent in the reports. Furthermore current training and best practices in bridge inspection per the National Highway Institute will be compared with data collected on bridge inspection and analyzed for the potential to eliminate wasted time, labor, steps, and equipment. The environmental impact savings possible from applying the lean construction and engineering principles, in particular in emissions reductions, for each of the bridge inspections and inspectors will be calculated. The approaches for potential savings will be communicated to DOTs and help will be offered to encourage policy makers and stakeholders to adopt and ensure implementation of such approaches.
