Tracking Land Use Changes that Support Sustainable Mobility

The development of statewide land use tracking over time is necessary to understand local and regional performance under the Sustainable Communities and Climate Protection Act of 2008 (SB 375). This new law acknowledges that land use planning can attenuate automobile reliance. It requires each metropolitan planning organization’s (MPO) 4‐year regional transportation plan to include a “Sustainable Communities Strategy” (SCS), outlining measures through which the region will achieve its targeted greenhouse gases (GHG) reductions. Critically, a region’s SCS is expected to include infrastructure investments and land use strategies that together would reduce driving by Californians and, thus, reduce transportation related greenhouse gas (GHG) emissions. Are land use patterns evolving in a direction that will support the regional SCSs and their anticipated GHG reductions? Such tracking is important to the California Department of Transportation (Caltrans), given its role as a key partner in MPO planning. This project will research and document how SB375‐interested organizations in California (foremost, the state’s MPOs) are individually monitoring land use changes, and it will identify and evaluate data sources (e.g. geographic information system (GIS)‐based, imagery, Census‐based, planning documents and surveys) for potential deployment in land use monitoring. The project will deploy selected data sources and appropriate analytical methods to construct baseline measures and indicators for ongoing tracking.
