Development of a Maintenance Cost Index

The North Carolina Department of Transportation (NCDOT) has been requested to develop plans for preservation, rehabilitation, and maintenance work over a multi-year period of 3 to 5 years. While the work tasks and timing of performance can be planned based on currently available asset performance models, estimating the cost of future work requires knowledge of the current trends in maintenance costs. Typical construction cost indices currently available are based on work items that do not accurately represent maintenance tasks, and an appropriate maintenance cost index is needed to increase the accuracy of estimated costs of planned maintenance tasks for a multi-year period. It is proposed to develop the maintenance cost index (MCI) as a Laspeyres cost index, which is a base weighted index where changes in cost are weighted by quantities in the base year. A subset of tasks representative of overall maintenance activity will be identified and base year values of cost and quantity data will be determined for the MCI and indices for components of maintenance costs (e.g. labor, equipment, and material). Regression analysis will be performed to determine whether economies of scale exist that should be considered when planning future maintenance costs. A spreadsheet tool will be developed along with a user’s guide for calculating and maintaining the MCI. The proposed project will result in the following research products: (1) A maintenance cost index defined by a representative set of maintenance tasks and the quantity and unit cost data from the base year. (2) A methodology and spreadsheet tool to annually calculate the MCI and component cost indices. (3) Quantified relationships between quantity and costs so that economies of scale can be considered. (4) A methodology and recommendations for periodically reviewing/revising the set of representative maintenance tasks The proposed research will support the NCDOT in estimating the cost of maintenance needs in multi-year plans. The MCI and supporting data can be used to demonstrate maintenance cost changes and assess differences in costs between geographic regions of the state.
