2300(16-02) - Improving the Efficiency and Accuracy of the Oklahoma Department of Transportation Temporary Traffic Monitoring System

For many years the Oklahoma Department of Transportation (ODOT) has used an exclusively manual process to collect and enter temporary vehicle data (e,g,, vehicle count, site information, device used, collection date and time, ODOT operator, and other vital data) into a computer database. This process is slow and inefficient. Mistakes in data entry are possible throughout the arduous task. Results of this project intend to replace manual data handling with machine handling, eliminating the potential of data recording and/or entry errors and improving data collection/entry efficiency. This project aims to accomplish several objectives with an overall goal to demonstrate possible advantages achieved using vehicle classification Road Runner 3 (RR3) by designed Diamond Traffic Inc. and the Temporary Count Management System (TCMS) developed by Innovative Traffic Systems & Solutions (ITSS), LLC. Also of interest is the overall system’s suitability with ODOT Data Collection Division. The objectives of this project are discussed below: (1) Conduct multiple demonstrational field-tests to ensure the proposed technology is easy to use, operates as designed, and delivers promised features. These include advantages of expediting site deployments and data collection/processing, as well as eliminating potential data errors due to multi-stage data handling. (2) Examine differences between the proposed use of RR3 and the current ODOT vehicle counters, namely ADR1000 by PEEK Traffic and Tally by Diamond Traffic, that are currently employed by ODOT Data Collection Division for temporarily collecting vehicle count. (3) Examine the accuracy of vehicle information (e.g., count, classification, speed, and axle spacing) obtained from the proposed RR3 counters/classifiers. (4) Develop data validation algorithms/models based on historical data and weather reports. (5) Develop/modify TCMS web services to suit ODOT needs and requirements, including the critical requirement of optimizing the interface of the TCMS database within the Oklahoma Traffic Count Information System (OTCIS).
