Airport Management Guide for Providing Aircraft Fueling Services

The objective of this research is to develop a guidebook for airports that are considering, or are currently providing, fueling services to their customers. The guidebook should serve as a manual that an airport can use as a reference to include: (a) a methodology to evaluate whether an airport should or should not provide fuel service; (b) a checklist of action items required for providing fuel service; and (c) a sample RFP for the provision of aircraft fuel supply. The guidance should address, at a minimum: Business planning, funding sources, and organizational considerations; Operating and marketing strategies including types and levels of service; Options and alternatives for wholesaling and retailing fuel including pricing, branding, and supplier sources; Policies and procedures to receive and provide fuel service to the public in a safe manner; Consideration of federal requirements, e.g., grant assurances, exclusivity, and minimum standards; Fuel storage capacity, ground support equipment types and sizing, and maintenance; Staffing, training, and quality control procedures and requirements; Evaluation of into-plane delivery options; Insurance and liability issues; Regulatory requirements, permits, and environmental considerations; Financial implications, e.g., tax considerations, setting of rates and fees, credit card fees, appropriate mark-up and resulting use of revenue; and Discussion of emergency procedures.
