Research for the AASHTO Standing Committee on Planning. Task 5. Incorporating Market Research Techniques into the Transportation Planning Process

State transportation agencies at times have been charged with not fully considering the views of all their constituents when developing transportation plans and overall planning objectives. Other fields have made innovative uses of market research techniques both to obtain a better understanding of public attitudes and the factors influencing those attitudes and to evaluate the effectiveness of public programs and processes. state and local transportation agencies have tended not to rely on market research techniques to the extent appropriate given the complexity of today's planning environment. The intent of this study is to investigate and assess the application of market research techniques used in other fields, including public sector programs, to state transportation planning. At a minimum, topics for consideration include: (a) establishment of transportation needs, plan objectives and program make-up; (b) factors influencing public and interest group perceptions; and (c) a systematic evaluation of planning, program development, and public involvement processes. Implementation for promising applications will be provided.
