Research for the AASHTO Standing Committee on Planning. Task 91. Validation and Sensitivity Considerations for Statewide Models

This research will produce a report that documents validation and sensitivity issues that should be considered in the development and deployment of statewide models. This report should act as a supplement to the NCHRP guidance on model validation for urban models and highlight ways in which statewide models should be treated differently from urban models. At a minimum, the following tasks should be undertaken: (1) Review the market segments currently analyzed in statewide models and compare/contrast those segments and expected parameters with their urban counterparts. (2) Develop model "reasonableness" comparison data appropriate to statewide models. (3) Document data sources and likely ranges of values for inputs and outputs of statewide models. (4)Explore in detail the types of modal questions put to these models and provide guidance on how to determine adequacy of the model (goodness of fit) and expected sensitivities to key variables. (5) Provide specific examples on how states currently integrate freight, commodity and economic considerations into their statewide model and how to determine adequacy of the model as a forecasting tool (goodness of fit/predictability). (6) Provide a summary of the efforts of some states to integrate statewide land use models with their statewide travel models.
