Research for the AASHTO Standing Committee on Planning. Task 93. Road Pricing Communication Practices

As the nation struggles to define new solutions and seeks political leadership to address such cross-cutting transportation issues such as finance, congestion, system capacity and performance, environmental stewardship, etc., more effective approaches are needed to educate policy makers, transportation professionals and the general public about all available solutions and the relationships between them. Recent research shows that the general public and key transportation stakeholders generally do not have a sense of the comparative costs and benefits of various types of solutions, and in particular, road pricing solutions, to traffic congestion. This research will produce a report that documents best practices in communicating with the public on all aspects of road pricing. The report will identify messages and delivery methods that have worked and not worked, along with the characteristics of successful road pricing communication campaigns. The audience for the report includes public officials, transportation professionals, and community leaders.
