Research for the AASHTO Standing Committee on Public Transportation. Task 41. Survey of State Funding for Public Transportation--Ways to Improve it

The Survey of State Funding for Public Transportation provides a snapshot of state-by-state investment in public transportation from federal, state, and local funding sources. The report describes how different funding and tax mechanisms are used in each state to support transit operations and capital projects. In addition, the report also includes a summary of recent transit-related state and local ballot initiatives. The survey provides data that are used to create an annual summary report of State funding for public transportation in the 50 States and the District of Columbia. The information in this report is widely used and requested by Congress, State legislatures and local governing bodies. The information is useful in showing state comparisons in types of public transportation programs as well as commitment to fund public transportation capital and operation costs. Given the importance and significant reliance of the survey by policy-makers and others, research is needed to investigate ways to enhance the quality, usefulness, and clarity of the collected information. Research is also needed to determine ways to minimize the collection burden without reducing the quality of the information collected including additional use of automated collection techniques or other forms of information technology. The objective of this research is to develop an updated survey that can be used to create a snapshot of state-by-state investment in public transportation from federal, state, and local funding sources. The results of this research may be used by chief executive officers, policymakers, state department of transportation (DOTS), and American Association of State Highway and Transportation Officials (AASHTO) member organizations.
