Research for the AASHTO Standing Committee on Public Transportation. Task 50. Strategic Plan for the Standing Committee on Public Transportation

This project will create a strategic plan for Standing Committee on Public Transportation (SCOPT). The purpose of the Strategic Plan is to guide the activities of SCOPT over the next few years, and provide a foundation for future editions of the strategic plan. Advantages of having a strategic plan include the following: (1) Identification of an Executive Committee to handle many of the duties that are currently vested with the full SCOPT; (2) Clearly identifying goals and objectives for SCOPT; (3) Efficient expenditure of limited programmatic dollars available to SCOPT; (4) Providing services to SCOPT members that are useful and insightful; (5) Clearly defining leadership roles and responsibilities; and (6) Avoiding duplication of effort with other transit-related organizations, such as the American Public Transportation Association (APTA), the Community Transportation Association of America (CTAA), and the National Transit Institute. Through the strategic planning process, SCOPT can allocate resources and volunteer time to influence national transit policy; advance transit as a part of an integrated transportation system being advanced by American Association of State Highway and Transportation Officials (AASHTO); build dynamic relationships with other national organizations and groups whose work is complementary to SCOPT's; and identify research needed to support SCOPT activities.
