Establish Crash Modification Factors and Their Use
The objective of this project is to establish a list of Crash Modification Factors (CMFs) that can be used in Pennsylvania that are consistent with the American Association of State Highway Transportation Officials' (AASHTO) Highway Safety Manual (HSM), as well as guidelines for their use. These CMFs will help to further the Pennsylvania Department of Transportation's (PennDOT's) goal of integrating and implementing the HSM within the policies and procedures for project delivery and management.
