Evaluation of Benefit Weight Factors and Decision Trees for Automated Distress Data Models

A Pavement Management System (PMS) becomes an effective decision-making tool when its performance models are accurate, and its trigger points (values) and benefit weight factors are precisely calibrated. Since 2011, the North Carolina Department of Transportation (NCDOT) began collecting pavement distress data using automated methods. New performance models are being developed to take advantage of the increased data quality and quantity. These new models will present different deterioration rates, benefit curves, and decision trees. Such impacts on trigger points and benefit weight factors need to be evaluated, and new values need to be determined if necessary. This research is proposed to meet these needs. The researchers at University of North Carolina (UNC) Charlotte will evaluate trigger points by studying a composite performance index developed using Analytical Hierarchy Process (AHP), and determine benefit weight factors through performing Cost-Benefit Analysis (CBA) and sensitivity analyses. Finally the NCDOT PMS will be updated and it will assist the NCDOT Pavement Management Unit (PMU) to make effective maintenance and rehabilitation decisions.
