Adaptability of AASHTO Protocols for Conditions Survey in Kansas NOS

The objective of this project was to investigate, test, and quantify the effect of AASHTO protocols on KDOT practices. The investigation would encompass the effect of the protocols on HPMS reporting as well as on NOS condition survey in terms of manpower, time and cost. The benefits of KDOT will also be quantified. A proposal will be developed for submission to FHWA for testing the protocols on the KDOT system. Limited tests will also be conducted to quantify the effect of protocols on NOS input and output. Finally, an implementation plan will be prepared for consideration by the management. This implementation plan would clearly outline the costs and benefits of using the protocols as well as the modification necessary to make the protocols compatible with KDOT NOS while retaining historical consistency of data.
