Hydraulic Engineering Research On-Call Services (ROC)

The Ohio Department of Transportation (ODOT) is a large state agency charged with management and maintenance of a vast transportation system in Ohio. ODOT strives to execute its charge in the most effective and efficient manner possible. Frequently, ODOT encounters situations where low cost, short term research services are needed to meet immediate needs for system management and maintenance improvements. Some of the short term research needs may go unmet due to the immediacy of the need and the perceived long delay in navigating ODOT's research process. To address this problem, ODOT has developed a "Research on Call" (ROC) procurement process to secure research services for low cost, short term research in advance of identifying specific research needs. ODOT will identify small research projects that will be considered part of the ROC contract. ODOT will send a notification e-mail to the researcher identifying the project scope and requirements. The researcher has three weeks to respond to the written task request with the following information: Work Plan, Budget, Schedule, and Deliverables. ODOT will respond to that "proposal" within two weeks. Once there is an agreement between the researcher and ODOT, the researcher will receive an official project acceptance letter. The researcher may not begin work on the project until they have received the official project initiation letter via email from ODOT's Research Section.
