Virtual Container Yard Initiative: Port Inland Distribution Network (PIDN)
Originally designed to facilitate the concept of the creation of a Port Inland Distribution Network (PIDN) for containerized cargo, the Virtual Container Yard (VCY) project was conceived as a way to reduce the number of truck trips, provide congestion relief, and create air quality benefits at the Port of New York and New Jersey, the I-95 corridor, and regional highways. Through the use of a dedicated website, the VCY project would facilitate the transfer of containers and chassis at off-dock service locations in order to reduce empty vehicle miles traveled to and from the Port. The VCY would allow participating parties to post information on container availability, facilitate communication between the parties and the ocean carriers who own the equipment, allow the containers to be exchanged off-dock, and provide a tool to allow the participating parties to optimize decision making regarding equipment utilization. This was envisioned to be a two-year demonstration project that would include a one year operational period. The Port Authority of New York and New Jersey (Port Authority) would act as the lead agency and project manager, with the New York State Department of Transportation (NYSDOT) and the New Jersey Department of Transportation (NJDOT) joining the Port Authority in providing the match funds.
