Transportation and Public Safety Information Exchange Pilot Project

Delaware State University (DSU) is partnering with the Delaware Department of Transportation (DelDOT), Traffic Management Center (TMC) and the Delaware Department of Safety and Homeland Security (DSHS) to implement an automated "real-time" license plate recognition (LPR) system. Current systems do not allow for "real-time" tracking of wanted cars. Software currently deployed by LPR manufacturers does not include real-time transmission and reception capability. LPR hit information normally is processed in ''batch'' mode and is transmitted via humans to public safety answering points (PSAPs) for verification prior to action being taken. This project will develop a system to identify "high priority" tags and transmit the tag's location to the Traffic Management Center and Delaware State Police to allow for the immediate dispatch of resources to apprehend the vehicle. This real-time license plate recognition system technology will be deployed and tested at EZ pass locations and other high intensity traffic areas such as highway construction and potential alcohol check points. The purpose of this initiative is to develop technology that will enhance the safety and security of citizens.
