Integrated Commerical Vehicle Safety Enforcement
The Michigan State Police (MSP) will implement an Integrated Commercial Vehicle Safety Enforcement Technology Initiative (ICVSETI). MSP is a full service police agency performing a wide range of duties including commercial motor vehicle (CMV) safety enforcement. Southeastern Michigan is the entry point for over 40 percent of the $330 billion in trade with Canada. Over 10,000 CMV movements occur daily between the United States and Canada through southeastern Michigan. In FY 2005, MSP conducted 47,188 CMV safety inspections. Michigan's Out-of-Service (OOS) rates average 7 percent for CMV drivers and 15 percent for vehicles. Assuring CMV safety and security in this densely traveled border region is a complex transportation safety and homeland security challenge. The ICVSETI is intended to demonstrate the effectiveness of a single integrated system for patrol vehicle-based computing and communications to enhance the effectiveness of CMV enforcement, thereby increasing the volume and efficiency of CMV safety inspections, improving officer productivity and safety, and ultimately improving overall CMV safety performance. The ICVSETI is intended as a pilot technology deployment and evaluation program from which lessons can be derived to help improve CMV safety enforcement nationwide.
