The objective of this study is to develop SafetyAnalyst, a software package for use in the decision-making process to identify and manage a systemwide program of site-specific improvements to enhance highway safety by cost-effective means. The analytical tools being developed as part of the software package include: (1) Network screening to identify sites with promise; (2) Diagnoses of safety problems at specific sites; (3) Selection of appropriate countermeasures; (4) Economic appraisal of candidate improvements; (5) Priority rankings of candidate improvements; and (6) Evaluation of safety improvements.
