Incorporating NEPA into the IDOT and MPO Planning Process

The main goal of this project is to assist the Illinois Department of Transportation (IDOT) in defining guidelines on how to incorporate the National Environmental Policy Act (NEPA) into the current IDOT and Metropolitan Planning Organization (MPO) planning processes for large scale transportation projects. Implementing these guidelines are expected to streamline the transportation planning processes with the NEPA process, thereby advancing a reasonable number of alternatives for projects, reducing project durations and costs as a result of decreasing the time spent on developing and evaluating alternatives, ensuring efficient public involvement and Context Sensitive Solutions (CSS) processes, and allowing for early coordination with regulatory and natural resource agencies.
