Development of a Sign Management Plan & System for UDOT
The Federal Highway Administration (FHWA) is concerned with maintaining a minimum level of retroreflectivity on traffic signs under both federal and state jurisdictions. New retroreflectivity standards have been enacted by the FHWA that mandate all transportation agencies "must establish and implement a sign management or management method to maintain minimum levels of sign retroreflectivity". In addition, full compliance with the new retroreflectivity standards is mandated by January 2015. Non-compliance with these new retroreflectivity requirements will leave transportation agencies vulnerable to lawsuits. Many agencies are now realizing the challenges of establishing and maintaining a sign management program. The 2003 Manual on Uniform Traffic Control Devices (MUTCD) required agencies to maintain traffic signs under their jurisdiction at a minimum level of retroreflectivity. The MUTCD allows agencies to design their own methods that will maintain a minimum retroreflectivity level for signs within their network. Agencies will have until January 2012 to implement sign assessment and management methods and until 2015 maintain minimum levels of sign retroreflectivity. Agencies recognize meeting these new requirements represent significant challenges.
