Credit-based Pricing for Multi-user Class Transportation Facilities

This study proposes an innovative arc-based credit (ABC) pricing scheme to improve the system performance in a transportation network, considering travelers' differences in their values-of-time. Different from the traditional congestion pricing schemes where users always have to pay to use the toll road, the researchers develop a credit system by associating each arc with a positive or negative credit rate. By allowing credits, the proposed scheme offers extra flexibility for accomplishing multiple planning goals simultaneously, such as system efficiency in time or monetary unit, fairness for users with different income levels or different locations, and financial sustainability. The study will first investigate the existence of a pareto-improving, system-optimal and self-sustainable ABC scheme on a one-origin or one-destination network, and develop a fast algorithm to solve for the one-origin problem. Recognizing that such a credit scheme may not always exist in a multi-origin network, the researchers then define the maximum-revenue problem with pareto-improving constrains (MRPI), to find the maximum possible revenue collected by the credit scheme with optimal arc flows and non-increasing origin-destination (OD) travel costs. Since MRPI is a linear program with linear constraints, the properties of the solution can be discovered by examining the dual problem. The researchers will use numerical examples to examine the potential advantages offered by the credit scheme, as compared with other existing toll schemes, in terms of OD travel disutilities, fairness, and system efficiency.
