Developing a Recommended Standard for Highway/Railway At-Grade Crossing Management Practices

The objectives of this research are to: (1) Develop and recommend best practices for design, construction, and rehabilitation of highway/railway crossings; (2) Further develop practices for the "fast-track" approach for renewing and rehabilitating crossings; (3) Further document the benefits of a "cooperative" for planning/management of the crossing installation/renewal process; (4) Document certain "economies" by providing a high-quality product; (5) Develop a quantitative "performance assessment and rating system" for roughness/smoothness; (6) Evaluate the effects of "incorporating cold-mix (emulsified) asphalt mixes" for crossing substructures; and (7) Establish "standards" for the execution of a maintenance management program.
