Develop Research Strategic Plan for Caltrans Emergency Response Communications and CRMS

A lab prototype for this system was developed in task 0943. The Winter Maintenance TAP expanded the role of this project to include developing a strategic plan and then a field pilot of a system that provide Emergency Response Communications and a Critical Resource Management System (CRMS) for California to respond to emergency and disaster situations, natural or man made. This task develops a strategic plan for such a system.
