License Plate Recognition (Phase B)

The project will develop and deploy a mobile heavy vehicle profiling system to spot and aid removal of speeding, stolen, suspicious, and substandard trucks from the nation's highway system for safety, security, and efficiency purposes. The design utilizes proven technology and will require minimal investment in terms of manpower and resources for field implementation. Since large trucks have to go through weigh stations, LPR based profiling can be done at some distance upstream to a weigh station in an inconspicuous manner. Once a vehicle of interest has been identified, it will be picked out by a second LPR unit when approaching the weigh station later on. Combining the profiling mechanism with the commonly used weigh-in-motion ramp sorting process, the vehicle can be directed to a processing area for further scrutiny. The profiling process may be based on BOLO alerts, previous offenses, license plate presence, expiration status, and intelligibility, weight violation, and speeding activities. Two Ph.D. students and a team of undergraduate students will perform the field work. Simulation work will be performed before field implementation. Phase B will build on the data and work of Phase A to demonstrate a deployment scheme of the profiling and enforcement system without overtaxing local and state agencies.
