Development of Watercourse Aggredation and Degradation Risk Indexes for New Mexico

Historically, the New Mexico Department of Transportation (NMDOT) drainage design engineers have used a bulking factor to add capacity above the greatest anticipated water flow through a structure. The origin of the bulking factor is uncertain and there is no evidence that it is based on scientific data or principles. The effect of using this non-scientifically defined building factor is to overbuild or under-build drainage structures. Both of these outcomes needlessly increase costs. The undersized structures often fill in through sedimentation and result in flooding which may cause damage to private property, require emergency services and repairs, and create additional seasonal maintenance costs for crews to cleanout sediment. The oversized structures were too large originally and money was misused on building excess capacity that will probably never be used. The engineers need a scientifically based factor that quantifies the risk of stream aggradation and degreation so that drainage structures can be designed based on local conditions and environmental factors. The primary focus of the project is to create Field-verified aggradation and degradation risk indices that will be used by NMDOT engineers in the design of drainage structures that cross waterways within the State's 83 USGS hydro logic units. The Principal Investigator (PI) will identify the primary environmental factors that contribute to stream aggradation and degradation in a sample of physiographies areas of the state. PI will create global information systems (GIS) layers of these indices in a format that is compatible with the State's GIS base maps. The drainage design engineers will use the respective indices in their design models.
