Bridge Replacement Program

Highway Bridge Program (HBP) funding for the Kentucky Transportation Cabinet (KYTC) bridge replacement and rehabilitation is inadequate to address its deteriorating bridges. There is a need to redirect a portion of the funds used for replacement and repair and apply them for preservation and life extension of bridges that are in good condition by enacting a preventive maintenance program. This research would also investigate steps necessary for the Federal Highway Administration (FHWA) approval of HBP fund diversion for preventive maintenance. It is also necessary to review preventive maintenance actions/approaches used by other state highway agencies to identify those that are effective. A determination must be made regarding the most cost-effective means of employing them.
