Economic Feasibility of Public Investment in Rail Freight Operations in Tennessee

The role of the public sector in subsidizing freight-related projects has faced significant challenges and in many cases identified shortcomings of existing finance arrangements. One needs only to look at a few case studies (Alameda corridor, Heartland corridor, The Delaware Shellpot Bridge project) to understand the complexity of such tasks. The objective of this project will be to develop a set of guidelines that will assist Tennessee Department of Transportation (TDOT) officials and personnel in investment decisions.
