State Transportation Financial Management Innovation Research and Applications Program - Part III (Fiscal Capacity and Long-Term Fiscal Assessment)

Research conducted regarding the impact of debt financing options and scenarios on state Road Fund debt capacity. The analysis will involve analysis of debt vs. revenue financing and fiscal indicators for the states regarding the trade-offs or additional debt and credit ratings and interest rates. It will also include the development of a model and/or guidelines for states to utilize in setting debt management policy.
