This study analyzed the expected impacts on state transportation departments of the Environmental Protection Agency's (EPA's) proposed rule to implement 8-hour ozone / PM2.5 standards. The consultant worked with a multi-committee workgroup and developed draft comments for AASHTO on EPA's proposed rules.
