Technical Support for the Nonmotorized Transportation Pilot Program

The Pilot Program authorizes $100 million to four communities (Columbia, Missouri; Sheboygan County, Wisconsin; Marin County, California; and Minneapolis, Minnesota) to construct transportation infrastructure facilities, including sidewalks, bicycle lanes, and trails, that connect to transit stations, schools, residences, businesses, recreation areas and other activity centers. The Pilot Program requires the U. S. Department of Transportation Secretary to collect statistical information on changes in travel behavior in the four communities and to assess how these changes decrease congestion and energy use and promote a healthier and cleaner environment. The Secretary is required to make reports on the results of the program to Congress in 2007 and 2010. Under this agreement, the Volpe Center will work with FHWA and the pilot communities to develop and implement a comprehensive technical approach to evaluate the four projects and the overall results of the program as required to meet the Congressional reporting requirements. Although the Volpe Center will be responsible for specific technical tasks and deliverables, it will also provide flexible support to assist FHWA in administering the program and to work collaboratively with the communities to develop and implement an evaluation process for this new and high profile national program. The Volpe Center will serve as a technical advisor to and member of the working group composed of staff leads from the four communities, FHWA, and other organizations involved with the program.
