Needs of the Delta Regional Authority
The Delta Regional Authority (DRA) is a federal-state partnership serving a 240-county/parish area in an eight-state region. Led by a Federal Co-Chairman and the governors of each participating state, the DRA is designed to remedy severe and chronic economic distress by stimulating economic development and fostering partnerships that will have a positive impact on the region's economy. The DRA helps economically distressed communities to leverage other federal and state programs that are focused on basic infrastructure development and transportation improvements, business development and job training services. Under federal law, at least 75 percent of funds must be invested in distressed counties and parishes and pockets of poverty, with 50 percent of the funds earmarked for transportation and basic infrastructure improvements. The U.S. Department of Transportation has been involved in a number of activities that relate to the Delta region. For example, in 1995, the Department published a report entitled "Linking the Delta Region with the Nation and the World". This report was the result of an investigation by the Federal Highway Administration (FHWA), on progress achieved in transportation and employment in the lower Mississippi Delta region. More recently, the FHWA conducted a number of studies of highway corridors in the Delta region as part of the Economic Development Highways Initiative, which was established as part of the 2000 DOT Appropriations Act.
