Complementary Paratransit Transportation Services Study
This study aims to develop an economic model that reflects both induced demand and price elasticity associated with provision of free, point-to-point Americans with Disabilities Act (ADA) complementary paratransit transportation services throughout the State of Illinois. This project will result in the following: 1. Development of underlying assumptions that will be used for the basis of underlying model. 2. Determine the structure and populace of users utilizing the current fee-for-service model. 3. Estimate the total population of disabled, by age category, according to the legal or programmatic definitions of the term "disability". 4. Determine the current demand for service for the fee-for-service model, compared to the potential and user population in the State of Illinois. 5. Determine the associated costs to the State of Illinois for the current fee-for-service approach, versus current revenues generated by user fees. 6. Determine the demographics of those who are likely to use free, door-to-door ADA Paratransit services. 7. Estimate induced demand and associated costs for free door-to-door ADA Paratransit services statewide. 8. Estimate induced demand and associated costs for free, door-to-door ADA paratransit services (by county) for Cook, DuPage, Kane, Lake, McHenry, Will, Madison and St. Clair counties. 9. Estimate frequency of use for free ADA Paratransit services, versus a fee-for-service approach; including a distinction between new users and increased frequency of existing users. The project team will perform a review of literature, Census information, and ADA Paratransit usage reports to develop the basis for calculating demand elasticities, ridership projections, and cost projections associated with a free fare approach for the state's disabled population.
