Innovative Procurement Methods
The objective of this study of innovative procurement methods involving public-private partnerships is to provide FTA with an understanding of concepts which may have application to fixed guideway transit. The investigation includes transit and other public works projects in both the U.S. and abroad, and includes a variety of mechanisms such as turnkey and build-operate-transfer. The risks, benefits and lessons learned from previous projects will be identified.
