Congestion Measurement System
The objective of this project is to determine the potential and probability that cell phone signals from moving vehicles can continuously and anonymously measure congestion on terms of speed and volume at specific locations. Part 1 of the study will investigate feasibility, requirements, and contract process determination. Assuming Part 1 is successful, Part 2 will consist of demonstrations, refinement, and finalization of the study.
