Electronic Screening Enhancement

South Dakota has successfully established an electronic screening program, but the effectiveness of the NorPass™ affiliated system has been limited by the small number of states that enter vehicle registration data, transponder identification, and other necessary information into the Federal Motor Carrier Safety Administration (FMCSA) Safety and Fitness Electronic Records (SAFER) system. South Dakota needs to create supplementary processes for acquiring information related to its screening criteria, so a greater number of vehicles can take advantage of E-Screening privileges. The electronic screening system at the Jefferson Port of Entry is supplied data by South Dakota’s CVIEW-Plus™ implementation. Therefore, a viable mechanism for including transponder data in the electronic screening system is for CVIEW-Plus™ to accumulate vehicle and transponder data elements and transmit them to the electronic screening system. The states of Washington and Kentucky currently perform a transponder data warehousing function for western and eastern NorPass™ jurisdictions that do not upload data to SAFER. Kentucky has recently agreed to supply its transponder data to Washington so the majority of NorPass™ transponder data will be available from an FTP site maintained by Washington. Therefore, it is possible for South Dakota’s CVIEW-Plus to acquire data from the FTP site, process it into the CVIEW-Plus SAFER compatible database, and transmit it to the electronic screening system at the Jefferson Port of Entry and other future e-screening sites in South Dakota. The objectives of this research project are to: (1) create a supplementary process for acquiring electronic screening data for vehicles from states who do not provide e-screening information to SAFER; and (2) increase the number of e-screening compliant vehicles in the South Dakota CVIEW-Plus database.
