Enterprise GIS & Data Hub for Integrated Planning and Safety in Arizona
Arizona Department of Transportation (ADOT) has invested in foundational geospatial assets — the Linear Referencing System (LRS), the Roadway Characteristics Inventory (RCI), and the AZGeo Data Hub — but they remain fragmented across planning, safety, and operations, and the data flowing between them is assembled through ad hoc requests rather than governed pipelines. At the same time, federal expectations now require state DOTs to maintain authoritative, standardized, and shareable geospatial data: ARNOLD (All Roads Network Of Linear referenced Data), MIRE/FDE (Model Inventory of Roadway Elements / Fundamental Data Elements), and WZDx (Work Zone Data Exchange). The gap between fragmented assets and federal-grade pipelines is what prevents ADOT from turning raw data streams — work zones, signals, sensors, and connected-vehicle (CV) feeds — into actionable planning and safety insight. This project addresses both dimensions. Externally, it establishes a unified Enterprise Geographic Information Systems (GIS) architecture with governed, automated pipelines fulfilling federal standards (ARNOLD, MIRE/FDE, WZDx), eliminating the manual assembly that delays federal submissions. Internally, it delivers self-service dashboards giving ADOT planners and safety engineers direct access to integrated, analysis-ready data. Intended users: ADOT’s Roadway Inventory & GIS unit (federal reporting), planners (corridor performance, project scoping), safety engineers (roadway, intersection, back-of-queue safety), and asset managers (governance, provenance). The work delivers an enterprise architecture, governed pipelines, dashboards, a governance framework, and validated corridor case studies.
