State of Project review Nationwide DOT use of GIS for Environmental Planning and Compliance. AZTI FY2026-C1-PS1

The proposed project will conduct a nationwide state-of-the-practice review of geographic information systems (GIS) applications for environmental planning and compliance while working closely with Arizona Department of Transportation (ADOT) TAC and EPG personnel. The project will evaluate peer DOT practices, assess ADOT’s existing datasets and workflows, identify implementation barriers and opportunities, and co-develop a practical GIS framework, governance strategy, and implementation roadmap tailored to ADOT’s needs and priority. The resulting framework will support improved environmental screening, compliance tracking, data management, and cross-program coordination while providing a foundation for future GIS modernization.
