Including Latent benefits in CDOT Bustang ROI Calculation

This project will develop a data-driven methodology to calculate the benefits of the Bustang service to Colorado, taking into account factors beyond a farebox calculation of financial return. It will calculate the monetary equivalent of latent (non-monetary) benefits and therefore allow the Colorado Department of Transportation (CDOT) to make informed choices based on the true return on investment (ROI) of Bustang, a state-run interregional express bus service.
