Developing Safety Performance Criteria That can be Implemented with 3R Projects
Currently, traffic operations are the typical driving factor of any changes made to the roadway configuration. Performance metrics of traffic operations are well-defined and straightforward to evaluate, which makes them easy to use as decision criteria. However, focusing on capacity needs alone may omit other considerations such as safety performance metrics which can influence the roadway configuration. Research is needed to investigate ways in which safety performance metrics can be applied consistently to influence the design criteria. This research will (1) identify ways to measure the safety performance for various roadway elements, (2) identify how to apply the safety performance metrics to a corridor, and (3) develop safety performance criteria that can be applied on equal footing with Utah Department of Transportation's (UDOT’s) operational metrics to influence the roadway configuration. The criteria developed by this research will be best implemented if it can be followed consistently and system wide. The research will focus on low-cost improvements to the roadway configuration that can be constructed with Resurfacing, Restoration, and Rehabilitation projects (commonly referred to as 3R projects). These projects are done on a regular basis throughout the roadway network, and thus provide a great platform on which to implement the safety performance criteria developed.
