In Tennessee, ensuring road safety for vulnerable users, such as pedestrians, bicyclists, and low-speed travelers, remains a pressing challenge characterized by frequent crashes and fatalities. In the United States, more than 6,500 people – nearly 18 per day – were struck and killed while walking in 2020 even though driving decreased overall because of the COVID pandemic. Pedestrian fatalities are up 62 percent since they began rising in 2009. That number increased to 7,485 people stuck and killed in 2021, which is the highest number on 40 years. A recent study based on Tennessee highlights a concerning trend: pedestrian fatalities in Tennessee have outpaced the national averages. According to Parajuli et al., between 2009 and 2019, pedestrian deaths in the state surged by 117%, a stark comparison to the 26% increase in pedestrian involved traffic crashes during the same period. This indicates a disturbing escalation in the severity of these crashes that happen mostly on arterials. Tennessee is included in the top 20 most deadly states for pedestrian from 2016 to 2020. Additionally, Tennessee saw the third biggest increase in the rates of death during the pandemic compared to the previous years. OBJECTIVES: The primary objective of this research is to develop comprehensive guidelines for implementing quick-build safety countermeasures at high-crash locations for pedestrians, bicyclists, and other low-speed users in Tennessee. Principles in this guide can be utilized in other local jurisdictions and may have less-restrictive design constraints. This research aims to address the identified need for temporary safety interventions to completement permanent measures, fostering community engagement and reducing fatalities and serious injuries of all road users.
