Vermont Work Zone Travel Time Delay
Although the Vermont Standard Specifications for Construction identify an acceptable delay of less than 10 minutes per operation and less than 15 minutes cumulatively for a project maintaining one-way traffic, it is recognized that these thresholds have been set without consideration for context, procedures for measuring delay, or methods for mitigating delay. Evaluating the work zone safety and mobility practices in Vermont, researching and right-sizing best practices from other state departments of transportation (DOTs) to apply in Vermont, and shepherding updated guidance to better serve the Agency are all important components of this effort. Previous work led by Vanasse Hangen Brustlin, Inc. (VHB) identified strategies to manage, assess, and improve mobility and safety processes and procedures through work zones.
