Developing Criteria to Inform Resilience Improvement Project Selection and Prioritization
Under the Federal Highway Administration (FHWA)’s PROTECT program, projects that improve transportation system resiliency are eligible for funding at a reduced non-federal match if all criteria are met. One criterion is that a project needs to be included in an agency’s Transportation Resilience Improvement Plan (TRIP). The Kentucky Transportation Cabinet (KYTC) has an FHWA-approved TRIP, but it has not yet identified or included potential projects in the plan. A methodology is needed to inform the prioritization and selection of TRIP projects.
