Communicating the Impact of Budget Changes
Legislatively enacted changes to Kentucky Transportation Cabinet (KYTC) budgets can affect multiple facets of the agency’s operations, such as pavement preservation, resurfacing, and maintenance. When funding allocated to KYTC’s prioritization programs (e.g., SHIFT, bridge prioritization, pavement prioritization) is adjusted, their performance is impacted. Often, the long-term consequences of these impacts are not well understood by legislators and the public. As such, it is critical to educate stakeholders about the importance of key KYTC programs and how variability in funding reverberates through program delivery. Distributing one-page explainers to legislators and the public can facilitate more informed decision making about the funding of KYTC programs.
